Voting Question: How many stamps do I need to mail a letter nearby (perhaps with some wait)?

My friend and I want to send each other letters this summer, though we live well within walking distance (maybe half an hour walk?). The letter will be just a regular loose leaf page but I will have a hand-made friendship bracelet in the envelope. Should I put two first-class stamps on the envelope?
